HOA boards move slow. They meet monthly, sometimes quarterly. They have committees for everything. If you want to land playground surfacing work in HOA-managed communities, you need to understand how they buy.

## Working With the Board

You are not selling to one decision maker. You are selling to a committee of volunteers who may or may not understand playground safety requirements. Most HOA board members are homeowners doing unpaid work in their spare time. They want to make responsible decisions without getting blamed for mistakes.

Your job is to make the decision easy for them.

Come to the board meeting with a one-page summary: what the playground needs, what it costs, and what happens if they defer. Keep your presentation under 10 minutes. Leave time for questions because there will be plenty.

Bring photos of the current condition. Boards respond to visual evidence of problems better than technical explanations. A photo of bare spots under the swings makes the case faster than explaining ASTM F1292 requirements.

## Insurance Requirements

HOAs carry liability insurance on common areas including playgrounds. Their insurance carrier may have specific requirements for playground surfacing. Ask the property manager or board president about insurance requirements before you quote.

Some insurance policies require certified materials. Some require annual inspections. Some have depth minimums that exceed CPSC recommendations. Find out what their policy requires so your proposal addresses it directly.

If you can show that your surfacing solution meets or exceeds their insurance requirements, you remove a major objection before it comes up.

## Aesthetics vs Safety

HOA boards care about curb appeal. The playground is visible from the street. Property values matter to every homeowner in the community.

You will hear questions about mulch color, containment borders, and how it looks next to the landscaping. Take these questions seriously. They are not vanity concerns for an HOA board. They are stewardship of community property.

Offer color options where available. Show photos of completed projects in similar communities. Explain that EWF weathers to natural tones over time. If the community has an architectural review committee, find out if playground changes require their approval.

## Presenting Options at Board Meetings

Prepare three options: good, better, best. Price them clearly. Explain the tradeoffs in plain language.

Option 1 might be basic EWF at minimum compliant depth. Option 2 adds an extra inch for longer replacement cycles. Option 3 includes containment borders and a maintenance contract.

Let the board choose based on their budget and priorities. Don't push the most expensive option. Build trust by helping them make an informed decision.

## Getting Paid

HOA budgets run on fiscal years. Reserve funds cover capital improvements. Operating budgets cover maintenance. Know which bucket your project fits in.

If the playground is a capital project, it may need reserve study approval. This can take months. Ask about their approval process upfront so you are not waiting on surprise committee reviews.

Many HOAs require multiple bids for projects over a certain dollar amount. Find out their threshold. If your project is close to the limit, consider whether adjusting scope makes the approval process easier.

Payment terms vary. Some HOAs pay on completion. Some require board approval of the final invoice, which means waiting until the next meeting. Build this delay into your cash flow planning.

## The Bottom Line

HOA work is steady if you can handle the pace. Build relationships with property management companies who manage multiple communities. One good reference can lead to five more projects. Be patient with the process. Come prepared to meetings. Make their decision easy.

HOA boards move slow and care about aesthetics. Land playground surfacing work by understanding their approval process, insurance requirements, and how to present options at board meetings.

andscaping is an important consideration for any HOA. It contributes to property values and improves common areas, but it can also contribute to rising maintenance fees when it isn't managed properly. Professional installation of mulch can be money well spent for your HOA but only when it's done properly. Here are some tips for maximizing your HOA's landscaping budget for the best impact.

**#1. Mulch the Playground Area**

One of the most common outdoor features for an HOA is a playground but it can also be a common source of injuries and liability. Up to 70% of all injuries on playground equipment are caused by children who fall on the ground, according to the Consumer Product Safety Commission. Playground areas should always have landscape mulch installed that can absorb the impact of a fall.

Just remember that it isn't enough to use just any mulch. If the playground is in a flat area that drains well, a lightweight mulch like pine can work well but a sloped area should have a heavier hardwood mulch like oak or hickory. The Consumer Product Safety Commission recommends double- or triple-shredded mulch with a depth of 6 to 12 inches for playgrounds to prevent injuries. **#2. Maintaining Mulch Reduces Water Consumption**

One of several benefits of mulch is it keeps plants healthy while conserving water consumption for your HOA's landscaping. It does this by maintaining even soil moisture and temperature. By retaining water in the soil and reducing stress on your plants, your HOA can spend less money on water. It's also a good idea to have your irrigation system tuned up regularly. Water leaks can be expensive! Make sure there are no broken water lines, clogged valves, malfunctioning timer boxes, or misaligned sprinklers to potentially reduce your water bill by up to 40%.

**#3. Choose blown-in mulch**

Homeowners appreciate cared-for landscaping but they don't want to pay more than they need to. When mulch is installed by hand, it comes with high labor costs. Installing mulch for an entire HOA means a crew working all day with wheelbarrows to move, deliver, and rake mulch into place. Mulch Blowing is a cost-effective alternative that saves time and money. A mulch blower truck doesn't need to come onto the grassy areas to install mulch. Instead, it's equipped with hoses that are hundreds of feet long, allowing workers to blow mulch directly where it's needed without trampling the property or wasting time and money.

**Mulch delivered by a mulch blower truck comes with many advantages for an HOA:**

Mulch can be installed in even hard-to-reach areas like steep hills, under shrubs, and areas that can't be reached with a wheelbarrow
Quick installation. Your entire property can be mulched in a matter of hours rather than the days it would take by hand.
Reduced risk of damage to your property. With no wheelbarrows or tractors and reduced foot traffic, there is less risk of damage to your lawn and landscaping.
Ideal for large areas. Mulch blowing is the ideal solution for large areas that need to be mulched, especially HOA playgrounds and around fences.
Professional, smooth results. Mulch that is blown in has a smooth, professional appearance with an even and predictable application. Mulch that's raked in by hand can't achieve the same results.

Professional installation of mulch can be money well spent for your HOA but only when it's done properly. Here are some tips for maximizing your HOA's landscaping budget for the best impact.
